How the system is built
Four layers. The first is your business, the second is your jobs, the third is what goes to the crew, and the fourth is your people. Documents that record something point back at the procedure that requires them.
The SWMS in layer three are the same documents sold as the Fencing trade pack.
Standard WHS is the working system: how hazards get identified and controlled, how incidents are reported and investigated, how workers are consulted, trained and supervised, and how each of those is recorded. It is structured around the duties the WHS Act and Regulations place on a business, with review and improvement carried by a single procedure.

What do I actually get?
212 documents in the Standard edition and 217 in ISO 45001, in one download, in four folders, with a Start Here guide at the top. Do I still have to fill it in?
Yeah, and it's more than filling in the blanks. The drafting is done: the structure, the procedures and the legislation named for your state. What it can't know is your business, so your part is to check that what it references matches the work you actually do, and add anything specific to it. Put your business into it: your company details, how you actually run jobs, the plant you actually own, and the hazards on your sites. A competent person has to read it and be satisfied it suits the work you do. It is a system to adapt, not a certificate.
Which state do I choose?
The one you work in. Each edition is written against that jurisdiction, so the NSW edition runs on the WHS Act and SafeWork NSW, and the Victorian edition runs on the Occupational Health and Safety Act 2004 with employers and employees rather than a PCBU. If you work across borders, pick the state your head office sits in and adapt the rest.
Will this get me ISO 45001 certified?
No, and nobody selling you a document can. Certification comes from an external audit of what you actually do. What this gives you is the documented information a certification audit works from, in a structure that maps to the standard, so the gap you are closing is your practice rather than your paperwork.
Can I put my logo on it and change it?
It's editable Word and Excel. Add your logo, change the wording, delete what does not apply and add what does. Once you buy it you can use it across your own business and your own jobs for as long as you like.
