Is a JSA the same as a SWMS for CNC, Lathe and Mill Operation?

No. A SWMS is required for high-risk construction work under the WHS Regulations. CNC, Lathe and Mill Operation does not usually fall into those categories on its own, though principal contractors and builders often ask for documentation before you get on site.
